In October 2018 the UK government launched an “Energy Data Taskforce”
“The Taskforce will deliver recommendations for how industry and the public sector can work together to reduce costs and facilitate competition, innovation and new business models in the energy sector, through improving data availability and transparency.”
The slides from the first meeting on 8th January 2019 will be available soon.
It seems they will also be looking at open licencing.
