EU Energy Regulator ACER uses open-source for flexibility assessments

Happy to collaborate with the EU Agency for the Cooperation of Energy Regulators (ACER) on developing a tool for flexibility assessments.

Since December 2024, we have been working to support EU-wide flexibility assessments, aligning with the Electricity Market Design (EMD) reforms (Regulation (EU) 2024/1747), under which ACER is tasked with conducting these assessments regularly. The goal is to explore how to adapt to the variability of generation and consumption patterns, as well as grid availability.

We are building the assessment platform on top of the open-source PyPSA framework, ensuring the solution is accessible, adaptable, and collaborative—in line with the evolving needs of regulators, system operators, and policymakers.

This project is a step towards a more flexible and resilient energy market in Europe.
