It looks like the OECD (club of most rich countries) has decided to start publishing all of their data under a CC-BY-4.0 license. Though I’m not seeing this prominently highlighted anywhere in their data explorer.

That data appears as discontinued… so I guess open OECD data does not mean open IEA data
